Difficult or high risk tasks can be highlighted in the plan, but you should not use a milestone to do this. Change the text colour of the task if you wish to highlight it.
Milestones should not be used to set deadlines, they are markers placed at key points in the plan to signify important events.
Project 2000 allows you to set a deadline date on a task or milestone.  The Deadline can be set through the advanced section of task information.
Milestones should be used sparingly and only used at significant points in the schedule such as deliverables or the competition of a large body of work.

It is almost impossible to divide even a small project into equal sections of work. When MS Project is used to track the project you will be able to see when 20%, 40% or 60% of the project is completed. Milestones should only be used to mark significant events in the plan.
