It is possible to create tasks and dependencies in the Network Diagram, but it will produce unsatisfactory results.  It is very difficult to create an outline structure for a project when the schedule is created in this view.
The Gantt chart should be used during the process of schedule creation.

Summary tasks can be displayed in the Network Diagram, they can also be collapsed to hide their sub-tasks, but their sub tasks do not have to appear near them in this diagram which makes it difficult to work out where a task belongs in the breakdown structure.
The Gantt chart should be used to view a projects outline breakdown.

The Network diagram is the ideal view for displaying and examining task dependencies.  Tasks can be placed in any order on the screen to produce a clear diagram.
