This is not a bug, it is a deliberate design feature of MS Project not to summaries fixed costs.

Fixed costs can be calculated for summary tasks, however Project does not do this directly. Fixed costs are first added to the total costs and then they are summariesed.

Overhead costs cannot be entered agaist a specific individual task. Overheads are included in a plan by entering them as fixed costs against the summary task of the phase in which they will be incurred.

Question 3

MS Project will not stop you assigning resources to summary tasks, even though the practice is not recommended. Fixed costs can be assigned to all types of tasks (normal, milestone and summary) whether or not resources are assigned. Resources are not the reason for the non calculation of fixed cost summaries.
